Help with non-root folder permissions in /

Hey guys, I am running into a problem and I am not sure if I am just having a brain fart today or what but it doesn't seem to be working. I then ran these commands but after exiting root I cannot cd into the directory as the standard user.

[root@server /]$ mkdir /Scripts
[root@server /]$ chown <user:<user> /Scripts
[root@server /]$ chmod 655 /Scripts

after a failed cd /Scripts as <user> I did this:
[root@server /]$ chcon unconfined_u:object_r:user_home_dir_t:s0 /Scripts

I still cannot cd into the directory

Error:
[<user>@server ~]$ cd /Scripts
-bash: cd: /Scripts: Permission denied

What am I doing wrong here?
As an aside I CAN cd into / just fine.

I am running CentOs 7 with all latest updates and I am doing this through SSH via Putty
